The Rates Act of 1984 allowed the Secretary of State to determine (or cap) a local authority's expenditure. There was widespread opposition to this in Sheffield as the City Council was forced to curtail its expenditure to ensure its spending did not breach the cap.

A 'Sheffield Cares' campaign was launched to raise awareness of the effect of the rate-capping legislation.
